A yo-yo and a counterweight are on opposite sides on a pulley. As the yo-yo goes up and down, so does the counterweight. Mass of the yo-yo should  be within 2% of counterweight.

Two pulleys are fastened to a short rod, one on the right end and one on the left, so that a string passed over the pulleys would run parallel to the short rod. This rod is fastened to a floor stand. A string runs from a hanging mass, up and over the left-hand pulley, over the right-hand pulley, and down to be tied to a a hanging yo-yo, becoming the yo-yo's string.
